XSplit Broadcaster is a program designed to organize webcasts. Its capability allows streaming of anything online. X BroadcastSpliter can still be extended with plugin functionality if you have enough functionality. It has already incorporated several extensions related to Streaming service comments in translation mode or if it does work with picture-in-picture capabilities by default.
