Despite Java Development Kit not including an integrated development environment, in addition you will have to use the third-party text editors and command line technologies to compile your code. Eclipse, NetBeans IDE, IntelliJ IDEA, etc. provide integrated development with JDK packages, so they must include the JDK Kit installer and provide the JDK's compiler as well.
